After weeks of discussions between Chairman of the Finance Committee and officials from the Finance Ministry, Gafni is finally getting what he wants - the Ministry is capitulating. The yeshiva budgets will not be cut as part of the coalition agreement, nor will budget-balancing grants intended for local authorities. The final expected lateral cut stands at just one billion shekels.
Avi Moshe 10/11/2009The Finance Committee approved this morning a revised draft of the plan for a lateral budget cut from government ministries. One billion shekels, as opposed to two - which was the sum originally approved by the government - will be the final amount. It came to light that the government does not have a majority vote in the Finance Committee to ask for any additional cuts. In the new proposal, the demand to cut 314 million shekels from the yeshiva budgets has been omitted. Nine Knesset members voted in favor of the new proposal, while six voted against it.
During a Finance Committee discussion that took place this morning, Budget Director Udi Nissan explained that only half of the original sum will be cut from the yeshiva budgets and the rest of the funds will be taken from extra money in the treasury. The money to be cut from government ministries will be use to pay for Mexican Flu vaccination, and fund certain Defense Ministry needs.
Of the billion shekels to be cut, the Finance Ministry did not include a cut from the yeshiva budgets. "United Torah Judaism" was not prepared to forfeit the increased yeshiva budget that it had so recently procured, as part of a coalition agreement with the government. In addition, the "maanakei izun" - budget-balancing grants - for the local municipalities will not be cut.
During the discussion, Knesset member Chaim Oron said there is no reason for any budget cut. "Nothing new has happened since the country's budget was approved, to justify such a large cut in so many areas."
Knesset member Shelly Yachimovitz said, "I feel like we were tricked. We just approved the two year budget, and they are already asking for cuts. Everything could have been spelled out ahead of time. Borders have been breached. It isn't right that every time the Defense Ministry needs something, we say 'amen'. The Israel Police needs one billion shekels to control crime - that is no less important."
And Knesset member Harmosh said that until today, nobody has ever opposed transferring funds to the Ministry of Defense. "The fact that so many of us are against this, must be a sign that it is truly not justified."
Knesset member Rachel Adato said that the budget cut was made in order to provide 500 million shekels to the Ministry of Health, in order to purchase Mexican flu vaccinations, but she is not clear how that sum was reached. "We are buying vaccinations for 7 million people, but half of them cannot have the vaccination, and among those who can, not everybody will. So how was the sum of 500 million shekels calculated? I demand a detailed explanation of what that money will be used for, after it is taken away from other budgets."
At the end of the discussion, the Chairman of the Finance Committee, Knesset member Rabbi Moshe Gafni said that the approved budget cut will not harm a number of areas, including education, day care, services for the disabled, "Minhelet Selah", the universities, and many other welfare services. "Despite the good news, the fact that this budget cut was proposed so soon after the bi-annual budget was approved is unacceptable to us. I am voting in favor of the cuts with a heavy conscious."
Last week, "Etrog" reported that at the conclusion of a round of talks between the Chairman of the Finance Committee, Rabbi Moshe Gafni, and senior officials in the Finance Ministry, it was agreed that the yeshiva budgets would not be touched within the framework of the lateral cuts.
A few weeks ago, Rabbi Gafni met with Finance Minister Steinitz, who urged the Chairman of the Finance Committee to put the proposed budget cut of 2 billion shekels up for a vote. He also asked Gafni to reach a compromise regarding the cut of 314 million shekels from the yeshiva budget. At the time, Gafni firmly refused to comply.
After that particular meeting, Gafni said to "Etrog" that he was confident that the Finance Ministry would retract its original plan to cut the yeshiva budgets. "I am in charge of the Finance Committee. It is the Minister of Finance who needs me," Gafni clarified. "Therefore, there is no need to demonstrate or protest. They will come to me, they will sit with me, and I will explain to them what I am talking about. It's that simple."

Fanatics from a banned Islamic hate group have launched a nationwide poster campaign denouncing Christmas as evil. Organisers plan to put up thousands of placards around the UK claiming the season of goodwill is responsible for rape, teenage pregnancies, abortion, promiscuity, crime and paedophilia. They hope the campaign will help 'destroy Christmas' in this country and lead to Britons converting to Islam instead.Outrage: The poster that has appeared in the Tower Hamlets area hitting out at the festive periodTweetLabour MP and anti racist campaigner Jim Fitzpatrick branded the posters 'extremely offensive' and demanded they were immediately ripped down.
The placards, which have already appeared in parts of London, feature an apparently festive scene with an image of the Star of Bethlehem over a Christmas tree.
But under a banner announcing 'the evils of Christmas' it features a message mocking the song the 12 Days of Christmas.

'On the second day debt, on the third rape, the fourth teenage pregnancies and then there was abortion.'
According to the posters, Christmas is also to responsible for paganism, domestic violence, homelessness, vandalism, alcohol and drugs.
Another offence of Christmas, it proclaims, is 'claiming God has a son'.
The bottom of the poster declares: 'In Islam we are protected from all of these evils. We have marriage, family, honour, dignity, security, rights for man, woman and child.'
The campaign's organiser is 27-year-old Abu Rumaysah, who once called for Sharia Law in Britain at a press conference held by hate preacher leader Anjem Choudary, the leader of militant group Islam4UK.
Former Home Secretary Alan Johnson banned Islam4UK group earlier this year, making it a criminal offence to be a member, after it threatened to protest at Wootton Bassett, the town where Britain honours its war dead.
Mr Rumaysah told the Mail that he was unconcerned about offending Christians.
He said: 'Christmas is a lie and as Muslims it is our duty to attack it.
'But our main attack is on the fruits of Christmas, things like alcohol abuse and promiscuity that increase during Christmas and all the other evils these lead to such as abortion, domestic violence and crime.
'We hope that out campaign will make people realise that Islam is the only way to avoid this and convert.'
Mr Rumaysah, who said his campaign was not linked to any group, boasted that the posters would be put up in cities around the country, including London, Birmingham and Cardiff.
The campaign was highlighted by volunteers from a charity which distributes food and presents to pensioners and the lonely at Christmas.
Sister Christine Frost, founder of the East London Neighbours in Poplar charity, said: 'The more posters I saw, the more angry I got.
'Someone is stirring hatred which leaves the road open to revenge attacks or petrol bombs through letter-boxes.
'I told the Mayor we are all scared.
'If we said such things about Muslims, we'd all be hanging from lamp-posts.
'The posters appear to be professionally printed'.
Poplar and Limehouse MP Mr Fitzpatrick said: 'These posters are extremely offensive and have upset a lot of people - that's why we jumped on it and asked the council to remove them.
'Sister Christine is rooted in the community and doesn't take offence lightly.
'But these hate posters really upset her. Christmas is close to her belief.'
A Met Police spokesman said they had received complaints and were investigating.
He said: 'We are investigating allegations of religious hate crime in Tower Hamlets following complaints about posters displayed in and around the Mile End area.'
Tower Hamlets mayor Lutfur Rahman said the posters had 'upset and antagonised many residents'.
He added: 'The messages on these posters are offensive and do not reflect the views of the Council or the vast majority of residents.'

December 22, 2010(CNN) -- The Christmas season encourages us to think of Jesus, so highly revered and loved by both Christians and Muslims. So it is even more tragic to contemplate relations between the two religions today -- and particularly the plight of Christians in the Muslim world.
In Iraq, savage killings of Christians have led thousands to flee the country. In Egypt, Christians are under severe pressure and siege. In Pakistan, there are too many cases like that of Asia Bibi, a Christian woman who is facing a death sentence under Pakistan's blasphemy laws for allegedly slandering the Prophet of Islam.
For both of us, a Muslim and a Christian, this violence is a matter of utmost gravity.
One of us, Akbar Ahmed, was educated by Roman Catholic priests at Burn Hall, in North Pakistan, and then Presbyterian teachers at Forman Christian College in Lahore, and gratefully acknowledges the immeasurable debt he owes them, which he attempts to repay in promoting Christian-Muslim dialogue.
The other, John Chane, is concerned as a bishop but also as someone also passionately devoted to promoting good relations between Christians and Muslims.
We find that the situation has reached a breaking point because of the crisis in the Muslim world.
Extremist Muslims feel that Islam is under siege by the West and seek to lash out at Christians, seeing an attack on Christians in their countries effectively as an attack on Israelis, U.S. troops in Iraq or the intelligence agencies behind U.S. drone strikes in Pakistan.

And to make matters worse he works for Israel and is trying to ruin the Egyptian tourist season. That’s why the Macedonia Times made up that ridiculous story about the drunk Serbian dude landing on it and killing it. The Egyptian Tourist Board is trying to save the summer. Because as you know Sinai is a summer town. They need summer dollars. If people can’t swim in Egypt, they’ll be glad to swim at the beaches of the Gaza Strip, Palestine, Jerusalem etc But the fact of the matter is they got a rouge carcaradon carcharias on their hands. Last updated at 12:38 PM on 18th December 2010A mother has been arrested after a four year old girl was found stabbed to death with her heart and other organs cut out and strewn around her flat.
The 35-year-old woman was allegedly sitting in a her kitchen chanting verses of the Koran as her daughter's disembowelled corpse lay next to her.
The little girl's heart and other organs were found in different rooms around the flat in Clapton, east London.
Police suspect she she carried out the killing as a religious offering as she listened to the Muslim holy book on an MP3 player at full volume.
The mother, who is understood to have two teenage children of 14 and 16, has since been sectioned under the Mental Health Act and is in a secure unit.
The gruesome scene was discovered by the girl's father when he arrived home to the flat on Thursday to find his partner clutching a kitchen knife.
The man, believed to be a Muslim convert, dialled 999 and paramedics pronounced the girl dead at the scene. Police said next of kin have been informed.
One neighbour, who lives in the downstairs flat and asked not to be named, said: 'I was feeding my daughter her lunch at about 3pm and suddenly heard horrific screaming. It is shocking and so upsetting.'
He said the couple have lived in the flat for about a year.
A post-mortem examination will take place on Saturday at Poplar mortuary in east London.
The Metropolitan Police's Child Abuse Investigation Command is leading the murder inquiry. They are not believed to be looking for anybody else.
Yesterday another shocked resident, a mum in her 30s, said the mother always wore a black headscarf with a veil.
She added: 'Usually you could only see her eyes.
'I often heard shouting coming from the flat as she and a man argued.'Their quarrels would become very heated.'

A WikiLeaks document has revealed that Egypt has fears about the possible impact that Southern Sudan's secession may have on its Nile water quota, and that it therefore sought to convince Washington to postpone the scheduled referendum in the South. However one does not need to read this document in order to know that the Nile water issue is open to a number of complications, and that in the near future this is something that may come to overshadow all other regional issues. Anybody listening to the statements, observing the frantic manoeuvres, or watching the growing tension, might already feel that the Nile Water War has begun in earnest.
Ethiopian Prime Minister, Meles Zenawi is leading his country’s organized campaign which is demanding a redistribution of Nile water resources and the amendment of old agreements. In a recent statement, he appeared to fire a provocative ‘bullet’ in Cairo's direction when he claimed that Egypt could not win a war against Ethiopia over the distribution of Nile resources. Zenawi revealed the true proportions of this underlying crisis when he accused Egypt of supporting rebel groups [in Ethiopia] as part of an attempt to destabilize the country, due to Egypt's dispute over the distribution of the Nile waters. In an interview he conducted with Reuters toward the end of last month, Zenawi said: "I am not worried that the Egyptians will suddenly invade Ethiopia. Nobody who has tried that has lived to tell the story. I don't think the Egyptians will be any different and I think they know that." This statement, which was devoid of the usual diplomatic rhetoric, indicates that there is a mounting crisis [over the issue of the distribution of Nile resources] between the two most important players in this region, which has now entered a new phase with the use of the war-like language.
On one hand, the largest Nile tributary runs through Ethiopia, as the country lies at the source of the Blue Nile which supplies the River Nile with more than two-thirds of its running water and fertile soil. Moreover, Ethiopia has one of the highest birth-rates in the world, and by 2025 its population will have reached 113, over-taking Egypt to become the second most populous country in Africa, after Nigeria. Over the past 30 years, Ethiopia has been stricken by terrible famine and drought which prompted the government to erect five giant dams over the past ten years. This has reignited the old dispute over Nile water, and the question of how to reconcile the increasing needs of the Nile Basin countries, and the limited water resources offered by the Nile.
Egypt, on the other hand, is the primary consumer of Nile water, and the Nile is considered the country’s chief lifeline. That is why this issue is being discussed as if it were a matter of life or death. Egypt believes that Ethiopia is the driving force behind demands to revoke the old agreements that govern the distribution of Nile water and calls for new agreements to be made which would see upstream Nile countries granted a large share of the Nile's resources, inevitably resulting in a decrease of Egypt's share. Nevertheless, Egypt responded in a diplomatic manner to Zenawi's statement, preferring not to further escalate the issue. Cairo expressed surprise at the Ethiopian warning and maintained that Egyp it was not considering war as an option to resolve the Nile water issue, stating that it is committed to a strategy of dialogue and negotiations to resolve this problem. However Cairo also stressed that in the event of a solution not being reached, Egypt would exercise its right to resort to international law to protect what it deems to be its historical rights, as defined by international agreements. After dismissing Zenawi's accusation that Egypt was supporting rebel groups with the aim of destabilizing Ethiopia, Cairo accused Zenawi of being behind the Cooperative Framework Agreement signed by five Nile upstream states, namely Ethiopia, Uganda, Rwanda, Kenya and Tanzania. The agreement is also supported by the Democratic Republic of Congo and Burundi; however both countries have expressed reservations about signing this as they are wary of escalating tensions with the Nile downstream countries, particularly Egypt and Sudan.
Cairo has launched intense diplomatic efforts towards the signatories of the Cooperative Framework Agreement, in an attempt to prevent what it regards as an Ethiopian move to isolate Egypt, and force Cairo to renegotiate the distribution of the water resources of the longest river in the world. The Egyptian diplomatic efforts towards the Democratic Republic of Congo and Burundi were successful, yet they failed to stop the other five countries from signing the agreement. If the provisions of this agreement are implemented, this would inevitably lead to a major confrontation between the Nile countries on the grounds that this would undermine the former agreement and allow each country to act of its own volition [with regards to the Nile water resources] or result in the formation of two competing blocs, which is something that could result in war.
Meanwhile, Egypt is intently observing the recent developments in Sudan, and fears that following next year's self-determiantion referendum, any newly formed southern state might side with the Cooperative Framework Agreement states, especially as there are strong ties between the ruling Sudan People's Liberation Movement (SPLM) in South Sudan and Ethiopia, Kenya and Uganda. All three countries supported the armed struggle and diplomatic efforts of the SPLM for long years, both prior to the signing of the Comprehensive Peace Agreement, and afterwards. Even if a newly formed state of Southern Sudan did not adopt a confrontational stance similar to that of the Cooperative Framework Agreement states; its mere establishment would open the door to re-negotiations over how the Nile water resources are divided. Some people have suggested that the water quota for an independent southern state of Sudan should be taken from the share granted to Egypt and Sudan or from Sudan's share alone.
These complexities are further compounded when we take into account the warnings of environmentalists, who indicate that the coming decades will see a marked rise in temperature rates and a gradual decrease in rainfall in many countries around the world, including some Nile states. Perhaps the worst case scenario would be the continued escalation of tensions amongst the Nile states, at a time where fierce international competition is taking place over natural resources in Africa. Needless to say, there are external parties monitoring the situation, waiting for the slightest opportunity to incite conflicts and wars.

'Apostat' said ... I was born in Saudi Arabia and brought up with an unfailing hatred against the Jewish people, which was not uncommon for Muslims and still isn't. Israel (which of course, didn't exist) was the only darkness in the middle east. It was something that needed to be dealt with, that needed to be blotted off the map. Jews were the embodiment of evil, they were to be hated at all cost. They were "our" enemy. That is what I grew up believing.
I, however, changed not too long ago. I saw the truth and vowed to spread it, no matter what the cost. The tiny Jewish nation, I know now, is the only LIGHT in the middle east. The only hope in this Godforsaken region. I bless Israel and will bless Israel all the days of my life. And I will try to protect Israel through word and action, even if it means taking up arms.
