יתרה מזאת, גולדסטון אף גזר עונש מלקות על ארבעה שחורים שהורשעו בפשעי אלימות, עונש שעבר מן העולם במדינות מתוקנות. גולדסטון טוען בתגובה כי מאז ומתמיד הוא היה נגד מתן עונש מוות אך בתקופת האפרטהייד היה עליו לכבד את חוקי המדינה, וסיפר כי מעולם לא הפלה נאשמים שחורים אף שלעיתים נאלץ לקיים חוקים שהתנגד להם מוסרית. "מאז ומעולם הייתי מחויב לשמירה על שוויון ואי-אפליה כמו גם על החוק", אמר גולדסטון, "לעתים שני העקרונות האלה התנגשו בדרכים מורכבות מאד".
לעומת העונשים הרבים והחמורים שהטיל גולדסטון על השחורים בדרום אפריקה, הוא דווקא החליט לזכות ארבעה שוטרים שפרצו לביתה של אישה לבנה בחשד שהיא מקיימת יחסי מין עם שחור - מעשה שנחשב אז כפשע חמור בדרום אפריקה. גם לכם זה נשמע כמו אפלייה?

Published: 05.05.10, 23:37 / Israel News The head of the UN atomic watchdog is asking for international input on how to persuade Israel to join the Non-Proliferation Treaty, in a move that is sure to add pressure on the Jewish state to disclose its unacknowledged nuclear arsenal.
In a letter made available Wednesday, Yukiya Amano asked foreign ministers of the International Atomic Energy Agency's 151 member states to share views on how to implement a resolution demanding that Israel "accede to the" Non-Proliferation Treaty and throw its nuclear facilities open to IAEA oversight.
The letter was shared with The Associated Press amid renewed Arab criticism of Israel during an international conference at UN headquarters in New York. Islamic nations used the second day of the non-Proliferation meeting Tuesday to call for a nuclear-free Middle East, while criticizing Israel for not divulging its nuclear capabilities and refusing to sign the nonproliferation treaty.
Amano's April 7 letter comes seven months after IAEA member states at their annual conference narrowly passed a resolution directly criticizing Israel and its atomic program, with 49 of the 110 nations present backing the document, 45 against and 16 abstaining.
The result was a setback not only for Israel but also for Washington and other backers of the Jewish state, which had lobbied for 18 years of past practice - debate on the issue without a vote. It also reflected building tensions between Israel and its backers and Islamic nations, supported by developing countries.
The resolution "expresses concern about the Israeli nuclear capabilities," and links it to "concern about the threat posed by the proliferation of nuclear weapons for the security and stability of the Middle East."
The US and its allies consider Iran the region's greatest proliferation threat, fearing that Tehran is trying to achieve the capacity to make nuclear weapons despite its assertion that it is only building a civilian program to generate power.
But Islamic nations insist that Israel is the true danger in the Middle East, saying they fear its nuclear weapons capacity. Israel has never said it has such arms, but is universally believed to possess them.
The Muslim countries enjoy support from developing nations. These are critical of the US and other nuclear weapons nations for refusing to disarm, and suspects that developed nations are trying to corner the market on peaceful nuclear technology to their disadvantage - themes likely to surface not only at the now ongoing Non-Proliferation Treaty conference, but at the next IAEA general conference in September.
With divisions deep on Israel, Amano's letter asking IAEA member states for input on the issue foreshadowed intense feuding at that September conference.
"It would be helpful to me if Your Excellency could inform me of any views that your government might have with respect to meeting the objectives of the resolution," according to his half-page letter.
A senior diplomat from one of the IAEA member countries confirmed that his government had received the letter. He and an official from another IAEA delegation said that to their knowledge the agency was still awaiting responses. Both asked for anonymity because their information was confidential.

SAMUIL MINH, osnivač rudnika kamenog uglja na Rtnju. 1896.godine, podržavan od starijeg sina Juliusa počeo baviti se rudarstvom. Ispitavši teren, otvorio je rudnike uglja Sveti Stevan kod Aleksinca i Moravac kod Ćićevca.U Paraćinu je osnovao prvu fabriku tekstila. Za rudnik na Rtnju koncesiju je dobio 1902.godine. Tokom Balkanskog i Prvog svetskog rata povukao se iz Srbije, da bi se tu vratio već 1918.godine Ugalj sa Rtnja izvozio je u Sloveniju, Bugarsku i Rumuniju. Umro je 1919.godine.JULIUS S. MINH, industrijalac, vlasnik rudnika na Rtnju, filantrop.Nakon očeve smrti, zajedno sa braćom Adolfom i Aleksnadrom preuzeo je upravljanje rudnikom. U sloveniji je upoznao bolničarku Gretu, sa kojom se ubrzo oženio. Rad preduzeća je razvio do te mere da je u njemu 1923.godine radilo 550 radnika i 15 službenika. Izgradjena je privatna škola, zdravstvena ustanova. Uvedene su bioskopske predstave i osnovan duvački orkestar od 25 članova. Izmedju dva svetska rata načinio park-šumu površine oko 40 ha na Rtnju. Šuma je imala 150 vrsta drveća, uređen je plato za šetnje i zabavu.
ADOLF MINH, upravitelj rudnika nakon smrti Juliusa Minha. Izvršio samoubistvo prvih dana nemačke okupacije u Beogradu 1941.
GRETA MINH, u spomen na svog supruga Juliusa podigla malu kapelu na vrhu Rtnja tridesetih godina XX veka.
GABRIJEL GAON, upravitelj i profesor Minhove privatne gimnazije. Imao je jugoslovensko državljanstvo i čin rezervnog kapetana prve klase. Posle sloma Jugoslavije 1941, odveden je sa ostalim jugoslovenskim oficirima u nemačko zarobljeništvo (Oflag C), gde je tretiran kao Jugosloven, tako da je preživeo rat. Nakon rata živeo je u Boljevcu, potom u Beogradu. Jedan njegov sin, po završetku američke vazduhoplovne akademije, bio je oficir-pilot u Izraelskom ratnom vazduhoplovstvu.

Thank you for the birthday wishes and the poem.
I'm at work today and don't have any particular news to repor. I am just working and living as usual! Although I am now living in my new house which I bought late last year. Unfortunately I don't have any photos of it because my laptop computer hard drive died last week and the data is not recoverable (well, too expensive to recover) so I'll have to start again with getting photos of it (along with everything else).
I hope that you and saba & safta and the boys are all well.

Believe it or not, Israel is the only one of the 185 member countries ineligible to serve on the United Nations Security Council, the key deliberative group of the world body. Even Iraq is eligible. So is Iran. And so, too, are Cuba, Libya, North Korea, Sudan and Syria.Why is it that these seven nations, all cited by the U.S. State Department as sponsors of terrorism, are eligible to serve rotating terms on the Security Council, yet Israel, a democratic nation and member of the UN since May 11, 1949, is not?
To be eligible for election, a country must belong to a regional group. Every UN member state "from the smallest to the largest" is included in one of the five regional groups. By geography, Israel should be part of the Asian bloc but such countries as Iraq and Saudi Arabia have prevented its entry for decades.
As a temporary measure, Israel has sought acceptance in the West European and Others Group (WEOG), which includes not only the democracies of Western Europe but also Australia, Canada, New Zealand, Turkey and the United States.
Here, too, despite the support of several countries, including the U.S., Israel still has not been admitted.
Thus, without membership in a regional group, Israel can never be elected to serve a term on the Security Council or, for that matter, to the other most important bodies of the UN system, such as the Economic and Social Council (ECOSOC), the World Court, UNICEF and the Commission on Human Rights.
The Charter of the United Nations proclaims "the equal rights...of nations large and small." But only Israel, among all the UN members, is denied the right to belong to any regional group.

The lynching by a Lebanese mob of an Egyptian man who allegedly went on a murder spree has strained relations between Cairo and Beirut, but is not expected to lead to a rupture in relations.
Egypt’s Embassy in Beirut condemned the lynching over the weekend and some Egyptian politicians called on the government to take immediate diplomatic actions against Lebanon.
“I don’t think this is going to hurt relations between Egypt and Lebanon,” said Akl Kairouz, a political scientist from the Notre Dame University of Beirut. “I don’t think the Egyptians are naïve enough to let one man create a problem.”
The man was identified as Egyptian national Muhammad Salim al-Musallim, who was living in the Lebanese town of Ketermaya in the western Chouf district.
Internal security forces arrested Musallim, 38, last Wednesday on suspicion that he murdered an elderly couple and their two grandchildren, aged seven and nine. He was also suspected of raping a 15-year-old girl in the same village and was fleeing a criminal record in Egypt.
A blood-stained knife was reportedly found at the suspect’s house and he confessed to the crime after an interrogation at the police station.
Just a few hours after the alleged murders, police brought him back to the crime scene to re-enact the deed. Villagers snatched him away from his police guards. The mob of hundreds beat him to death while shouting “revenge!” and then stripped him to his underwear, dragged his dead body through the streets and hanged the bloody corpse from an electricity pole by a butcher’s hook, Lebanese security officials and witnesses said.
Security forces stood by, some claiming they were outnumbered by the mob and were incapable or responding.
Parts of the lynch were captured on a cellphone camera and uploaded onto YouTube, where they have been flagged by YouTube as being inappropriate for some users due to extreme graphic and disturbing content.
The lynching highlights Beirut’s incapacity to lay down the law and proliferation of the deed in the media has pitted those who justified the lynching against others who were appalled by it.
“This was a case of a man who was in state custody and was being investigated, high-level judges were involved in the investigation and yet he was executed before the eyes of the state,” Nadim Khoury, Beirut director of Human Rights Watch said. “This is the law of the jungle impinging on law of the land.”
“Whoever killed the man is guilty of murder and the penal code is very clear on that. What’s not clear is if they will have the political courage to do it,” he said. “The only choice the state has is to follow the rule of law by prosecuting all those involved in the horrible murder.
“Unfortunately there are political voices trying to say, ‘We’re all guilty so put us all in’ jail, and that can’t be justified. It’s a real challenge. Up to [Sunday] morning no one was detained, even though the Justice Ministry said they identified 10 names and referred them to the prosecutor’s office,” he said.
Khoury testified to the phenomenon of impunity from prosecution in Lebanon, but said this was not a reason to justify the crime. “It wasn’t like this was a crime that went unresolved for a long time,” he said.
He also indicated a shortcoming on behalf the security forces who were supposedly there to protect the suspect while the crime was being enacted.
“There was a public relations aspect of the investigation that was impinging on the suspect’s right to a fair trial. The forces may have been overpowered, but at one point they stood idly by, while the mob pushed his body,” he said.
Mustafa Bakri, an independent Egyptian MP, announced that he considered the crime harmful to relations between the Egyptian and Lebanese peoples and urged Egyptian Foreign Minister Ahmad Abu Gheit to consider immediate action.
Condemning the lynching, the Egyptian Embassy urged Lebanon to clarify why Musallim was taken to re-enact the crime less than a day after it was committed.
“The media has made an issue out of it,” said Kairouz, of Notre Dame University. “There’s a general mood among the people in the street which is causing the media to make an issue of it, but I think it will whither away. The Egyptian government knows it can’t be important enough to sever diplomatic relations and enter a situation of enmity.
“It was lynch of Sunnis against a Sunni and not Shi’ites against a Sunni,” Kairouz added. “If the villagers were Shi’ite, it would have created a greater crisis.”
Still, he said, Egypt can sue Lebanon under international law since its security force did not respond properly to protect the Egyptian national.
“It’s not a question of good relationships,” Khoury said. “Lebanon should be prosecuting those responsible for the sake of its own interests, and not because of diplomatic pressure.”
The fact that the target was an Egyptian and not a local played a “huge role” in why he was killed so savagely, Khoury maintained.
“It was xenophobia mixed with anger and his being Egyptian and an outsider to the village was a determining factor,” he said.
The dangling body attracted onlookers, some of whom are clearly seen in footage taking pictures. More than 800 talkbacks were posted on an article about the lynching on the pan-Arab Al-Arabiyya Web site. Most of them condemned the attack while a few justified it.
“May your hands be blessed,” one commentator wrote. “This is the penalty for any criminal.”
“What happened was totally inhuman and belongs to the law of the jungle. They have become criminals who are no better than he was,” wrote another.

I do not wish to level charges at you, but rather, just tell you – in the subdued way typical of desperate individuals – about my situation. Because I cannot go on.
I indeed keep moving up the hill, like an old vehicle running out of gas, but I won't make it to the final stop. Soon, we'll hear the engine's last grunt and everything will come to a halt.
I look to my right and you're sitting next to me, in the passenger seat; to my surprise, you look satisfied. You have a big smile on your face. I ask you what's so funny but you don't answer. Your optimism despairs me even more. Both of us are here, yet I feel like I'm alone.
Our children are sitting at the back; my 2.6 kids and your 6.9 kids. My son is munching on a snack. "Give them a little too," I tell him in English, so the haredi kids won't understand. He offers them some of his snack. He's a good boy.
But why don't the haredi kids speak English? Why are they allowed to speak Yiddish – an entangled combination of Hebrew and German – but refuse to learn English? Rashi spoke French, Maimonides spoke Arabic, and the Talmud was written in Aramaic.
Did you know, I ask the kids, that Aramaic isn't a Jewish language and has no religious significance? It was the administrative language of the Persian Empire and was imported to Israel during the Second Temple era by the immigrants from Babel?
The kids don't respond. My children are used to their father's silly remarks; the haredi kids simply don't study history.
Already strangers
Rabbi Moshe Feinstein was the most prominent adjudicator of Jewish law in America's haredi community. In the 1980s, he wrote a letter to the managers of Torah institutions across America and warned them against trying to elicit greater financial support than what the government set aside for them.The silence in the backseat grows deeper. They're not hostile, heaven forbid; that just have nothing to talk about. They can't talk about computers, literature, geography, history, or even the Bible. Yeshivas barely teach any Bible, only Talmud. That doesn’t leave much to talk about. They're just kids, but they're already strangers.
And they don't study math. I studied math and I was terrible at it. Perhaps this is why I fail to figure out the equation I see in the rearview mirror: How exactly will 2.6 children support 6.9 kids?
Twenty percent of students in Israel's schools are haredim; another 20% are retired; another 20% are Arab. I have no problem with any of them. One is allowed to be haredi, or Arab, and certainly a pensioner. However, if at this time already it's unclear how 40% of the country's citizens are able to support the other 60%, can you imagine what will happen here in 10 years?
Make no mistake about it, my smiling friend; I do not wish to live in a world where everything is examined through the economic bottom line. Yet this is hopeless. My children in fact have no future.
This is so because in the past eight years we've seen a 24% decline in the number of students in teacher colleges in the national education system. People don't want to be teachers in our sector; not with the current salaries. Why are the salaries so low? Because in those same eight years, the number of teaching cadets in your sector leapt by 111% - and all of this comes from the same budget.
Help me save our children
You want private education for your students? No problem whatsoever; pay for it. There is no other country in the world – not even one! - where the government funds private education. There is no other country in the world where Education Ministry representatives are not allowed to enter a school whose bills they pay (and fully so – 100% of the bills.) There is no other country in the world where teachers refuse to present their curriculum to the body that pays their salary.Forget about ideology, and forget about the fact that I fail to understand how you're not bothered by the fact you live at my expense, but I can no longer pay. The money is gone. There's no more left. I don't have enough to give my children, and I don't have enough to give yours. Do you understand how this makes me feel?
And what am I asking of you after all? I want your children to study some more things – again at my expense. Of course, at my expense. I give up on anything that you suspect of being tainted by our values (are they truly so terrible?) so let's stay with the basics: Hebrew, English, math, and computers. Merely the fundamental toolkit that enables a person to turn into a productive citizen who supports himself one of these days.
Let's decide that you and I were already screwed, but at least help me save our children.
Partnership or death
Is this truly what you wish for them? You want them to be doomed, from the day they were born, to live in abject poverty? You want their apartment to be even smaller and more crowded than yours? You want them to live on government allowances like beggars, at the mercy of every government and every fleeting public mood? Do you want them to depend on the good will of seculars – good will that is quickly dissipating?I look at you and you seem like a good father to me, but loving your children also means concerning yourself with the kind of people they'll grow up to be and the kind of world they'll be living in.
Our children are heading for a world where they won't be able to coexist. I support you unwillingly, subjected to an aggressive and conscienceless coalition, yet my children will simply not be able to do it.
This won't happen in 30 or 40 years, or on some date which we can ignore – as we always do - because it will happen after we die. I already admitted that I'm terrible at math, but even I can figure out that if more than 50% of the children who entered first grade this year are not part of the national school system, in 12 years more than 50% of our 18-year-olds won't join the army. In 15 years, more than 50% of them won't go to university or join the workforce.
I'm looking at the numbers time and again, searching for another way to read them, but there is no other way. We need to find the way, my friend, or it will end badly. As the Talmud says (Ta'anit 23), it's either partnership or death.

DALLAS - Dallas police arrested a teenager who showed them a human foot he said he took from a nearby cemetery on Friday morning.
They say around 3:30 a.m., 18-year-old Daniel Wayne Stanley walked up to two officers in the 2101 block of S. Buckner Blvd., and said he took the foot of a "Jew girl."
That's when he opened his backpack, police say, and showed the officers a decomposed foot inside. The foot still had some flesh attached, according to Dallas Police Sgt. Janice Crowther. A hachet was also inside the bag.
Stanley then led the officers to the Tiferet Israel Agudas Achim Cemetery on Buckner Boulevard, just around the corner.
Police found a freshly-dug hole in front of the gravestone of Polya Gertsenshteyen.
By mid-morning on Friday, several detectives were on the scene, searching for more clues in the case.
Stanley was arrested for theft from a human corpse or grave, jailed in the Lew Sterett Justice Center. The Dallas County medical examiner has the severed limb.
Stanley was arrested March 15 on a terrorism threat charge, jail records show.
According to a police report, Stanley allegedly threatened to blow up an office building in the 1300 block of Preston Road in far north Dallas.
He was released from jail on March 19, police records show. Bond was set at $500 for that charge, a jail spokeswoman said.

Iran threatens Israel, again: Iran's Deputy President Mohammad-Reza Rahimi warned Friday that Tehran would "cut off Israel's legs should it dare strike Syria and Lebanon."The senior Iranian official made the comments in Damascus.Speaking at a joint press conference with Syrian Prime Minister Muhammad Naji al-Otarii, Rahimi stressed that his country was standing by Syria with all its power."Syria is a strong and capable state and it has the ability to withstand any threat," he said, characterizing Israel's threats as "worthless.""The days where Israel could run wild are long gone," he added. "Israel tasted the taste of failure in the summer of 2006 and in 2009."Rahimi said the talks he held in Damascus were constructive and added that the two sides held intense contacts in respect to various economic and industrial issues.
Barak, Clinton talk tough
Earlier, Defense Minister Ehud Barak told the American Jewish Committee in Washington that Israel is not interested in escalation, but is following the effort to change the balance of power in the Middle East.
He added that Israel would hold the Lebanese and Syrian governments responsible for the introduction of any "balance-breaking weapons" to Hezbollah.Speaking at the same venue, Secretary of State Hillary Clinton said Syrian transfers of increasingly sophisticated weaponry, including rockets, to Hezbollah and Hamas could spark new conflict in the Middle East.
"These threats to Israel's security are real, they are growing and they must be addressed," she said.
